In the video Bob & Doug McKenzie 1982 Night Flight interview part 1, Bob and Doug McKenzie are a group of imaginaryfunny Canadian comedians who created “Great White North”, a sketch which was streamed on SCTV – second city television for the show’s most watched season when it moved to the Canadian Broadcasting Channel in the year 1980. Bob’s character is brought to life by hilarious comedian Rick Moranis and Doug is created by actor Dave Thomas. It was born originally as a joke to both follow guidelines and laugh about silly Canadian content policies, the two grew up to be a pop culture phenomenon in both Canada and the USA. The characters enetually would become the focus of a an amazing comedy album, The Great White North, in 1981.

If I am not mistaken, the term hoser is a reference to the guy who has to flood an outdoor hockey rink after a game, and in community play that was assigned to the losing team. Outdoor rinks don't typically have Zambonies (although some do), so it was a guy in rubber boots with a hose. So "hoser" came to mean the same thing as "loser" does. "You're a hoser" means the same as "you are a loser", with the added connotation that you have to fix the ice surface for the next group. You aren't a player, you're a hoser.
