Probably the person who did this (AND I DON"T CARE ABOUT THEIR RACE!) is either a repeat offender whose punishment wasn't enough to make them change their behavior. Or the person has mental problems and the family of this guy can't get him help or do anything with him as he is an adult, and the state doesn't have a place where he can get help if it is a mental issue.
